THERE ARE NO RESTRICTIONS PLACED UPON ELIGIBILITY OF ANY OUT-OF-STATE ORGANIZATIONS. CURRENTLY THERE ARE DOLLAR LIMITATIONS THAT WILL BE DISTRIBUTED TO ANY ONE ORGANIZATION.
