THE FOUNDATION'S PRIMARY PURPOSE IS TO MAKE GRANTS AND CONTRIBUTIONS TO CHARITABLE ORGANIZATIONS IN FURTHERANCE OF SUCH CHARITABLE PURPOSES AS THE FOUNDATION'S BOARD OF DIRECTORS SHALL SELECT. THE FOUNDATION WILL SOLICIT WRITTEN PROPOSALS FROM CHARITABLE ORGANIZATIONS DESCRIBING THE PROGRAMS OR FUNCTIONS FOR WHICH THE FOUNDATION'S SUPPORT AND BENEFITS ARE DESIRED. THE FOUNDATION'S BOARD OF DIRECTORS WILL DETERMINE THE AMOUNT AND THE NATURE OF THE FOUNDATION'S FINANCIAL ASSISTANCE TO THE ORGANIZATIONS SOLICITING GRANTS, BASED UPON THE NEEDS OF THE REQUESTING ORGANIZATIONS AND THE MERITS OF THEIR PROPOSED USE OF SUCH ASSISTANCE. ALL GRANTS WILL BE TO PUBLIC CHARITIES OR WILL BE THE SUBJECT OF EXPENDITURE RESPONSIBILITY EXERCISED BY THE FOUNDATION.
