THERE ARE NO RESTRICTIONS OR LIMITATIONS IN THE SELECTION PROCEDURE BASED UPON THE RACE OF THE PROSPECTIVE RECIPIENT OR ANY RELATIVE OF THE PROSPECTIVE RECIPIENT.
