THE APPLICATIONS MUST INCLUDE AT A MINIMUM, A DESCRIPTION OF THE PROGRAM FOR WHICH THE FUNDING IS SOUGHT, WHAT BENEFITS OF THE PROGRAM ARE GOING TO BE, AND THE COST OF THE PROGRAM.
