The taxpayer received a notice dated 9/17/2021 that notes that the taxpayer's Form 990-PF for the tax period ending December 31, 2020 could not be processed and was returned. The letter also states that the tax-exempt organization is required to electronically file information returns for tax years beginning on or after July 1, 2020. This tax-exempt organization is required to file a California Form 199 and RRF-1. Since this is a new organization (beginning September 18, 2020), the taxpayer was unable to obtain a California Organization number prior to the filing of the return. This disqualified the entire return from electronic filing and is the reason Federal Form 990-PF was initially paper filed. A separate letter will be sent to address this. This attachment serves as an explanation for why Federal Form 990-PF was paper filed, to prevent the assessment of any penalties, and to indicate the organization is correctively electronically filing Form 990-PF for the 2020 tax year. The taxpayer will also electronically file Form 990-PF for the 2021 tax year ending December 31, 2021, and going forward, as required by the Taxpayer First Act.
