Promote, protect, preserve and develop Blue Hole Regional Park owned by the City of Wimberley, Texas. To raise funds and administer the expenditure of funds to provide for (1) a master plan for the park, (2) the construction of park facilities, and (3) the maintenance and operation of the park.

To apply for, license, and operate one or more noncommercial, educational broadcast stations and internet radio station, and to serve and fully qualify as a public telecommuncations entity within the intent of 47 U.S.C. Section 397(12). In order to support Wimberleys local musicians and arts community; to provide educational programming, including public and emergency information; to provide local and county news unavailable in other broadcast media in the area; and to educate students and other interested individuals in radio-related technical and communication skills.
